A new Morocco-EU agricultural agreement confirms the integration of the Southern Provinces

On Friday, October 3, 2025, in Brussels, the Kingdom of Morocco and the European Union signed new amendments to their agricultural agreement. This signing underscores the strength of their partnership, based on expanded and multidimensional cooperation, and confirms the inclusion of the Southern Provinces within this framework. The agreement, signed on Morocco’s behalf by its ambassador to the EU, Ahmed Réda Chami, has entered into provisional application pending the completion of internal procedures on both sides.
Under the new provisions, agricultural products from the Southern Provinces will henceforth benefit from the same preferential access conditions to the European market as those from the rest of the Kingdom. This measure builds on the Morocco-EU Association Agreement and represents a clear recognition of the Moroccan sovereignty over the Sahara from a commercial and institutional perspective.
The agreement also introduces technical adjustments aimed at better promoting agricultural products. It specifically provides for improved consumer information through transparent labeling that mentions production regions such as “Laâyoune-Sakia El Hamra” and “Dakhla-Oued Eddahab.” This initiative helps strengthen the traceability and visibility of Moroccan products in the European market.
As a continuation of the letter exchange signed in 2018, this new agreement further consolidates economic relations between Morocco and the EU. The Kingdom remains the EU’s leading economic partner in Africa and the Arab world, thus reaffirming its central role in Euro-Mediterranean and African trade exchanges.
The conclusion of this text reflects the shared determination of both parties to strengthen a lasting and strategic cooperation. In addition to its impact on the agricultural GDP and investment, particularly in the Southern Provinces, this agreement paves the way for more ambitious cooperation with Brussels, laying the foundations for an even deeper alliance on both the economic and political levels.
