DGSN 2025: Innovation at the service of operational excellence and talent development

The year 2025 was marked by exceptional dynamics in the recruitment and training of police officers in Morocco. The General Directorate of National Security (DGSN) continued the implementation of the new Police Recruitment and Training Charter, integrating 4,693 new recruits, both men and women, who underwent basic training at the Royal Police Institute and its affiliated schools, with durations ranging from six months to two years.

As part of workforce reinforcement, six external competitions were organized, enabling the recruitment of 6,733 officers across various ranks, from Police Commissioners to Peacekeepers. The DGSN ensured broad visibility and equal opportunities by disseminating announcements via digital channels, media, national press, and a dedicated electronic portal.

Professional training also continued throughout 2025. A total of 10,249 officers benefited from development programs, including 69% in basic training for new recruits, 18% in continuing education, and 13% in specialized training. These initiatives aim to equip the police with solid skills and qualified personnel, particularly in the schools of Laâyoune, Oujda, Fès, and Tangier.

In terms of professional motivation, the DGSN promoted an integrated approach centered on officers, including the implementation of support systems, the creation of a favorable work environment, and the annual promotion of 10,393 police officers, including 466 women, with a success rate of nearly 68%. Furthermore, eight officers received exceptional promotions in recognition of their commitment and dedication.

Recognition of police dedication also took the form of royal decorations. In 2025, 353 officers were honored with Royal Wissams during a ceremony at the Royal Police Institute in Kénitra. These distinctions reflect the officers’ commitment to national security and citizen protection.

On the social front, the DGSN and the Mohammed VI Foundation for Social Works strengthened services for officers and their families. In 2025, 6,601 transfer requests were processed, 2,661 officers benefited from protection against violence, and 409 received financial support for serious illnesses. Complementary medical coverage and pilgrimage assistance were extended to retirees and widows of the police force.

The educational and cultural aspect was also a priority. More than 4,044 children and orphans participated in summer camps, while 25 students received excellence scholarships of 50,000 dirhams over five years. Regional ceremonies honored outstanding students and retired police officers, highlighting academic excellence as well as artistic and sporting talent within the police community.

Improving working and health conditions remained a central priority. Sports facilities were modernized through regional partnerships, while health services provided 176,312 consultations, ranging from general medicine to psychological care, organized blood donation campaigns involving 2,596 officers, and monitored detention facilities.

Finally, the DGSN continued its policy of transparency and accountability. The Central Grievance Commission processed 280 requests and issued 294 recommendations, while disciplinary mechanisms reviewed 7,270 cases and issued 1,019 sanctions, demonstrating the institution’s commitment to professional fairness and ethical values.
