HM the King Sets the Path for a New Integrated Territorial Development Model

During the Throne Day celebrations, His Majesty King Mohammed VI issued a strong call for an integrated territorial development model, breaking away from traditional social development frameworks. The Sovereign emphasized the need for progress and development benefits to reach all citizens, without distinction or exclusion, across all regions of the country.

In this vision, territorial and social equity becomes a strategic priority. HM the King stressed that no economic or infrastructural progress can be fully satisfying unless it results in tangible improvements in citizens’ living conditions, regardless of their location or social status. “There is no place for a two-speed Morocco, neither today nor tomorrow,” He firmly declared.

This paradigm shift comes amid a significant reduction in multidimensional poverty—from 11.9% in 2014 to 6.8% in 2024—and Morocco’s entry into the group of countries with high human development. However, the King expressed concern over persistent pockets of poverty, especially in rural areas, which He described as an unacceptable contradiction to national ambitions.

To address these challenges, His Majesty outlined clear directives for a new generation of territorial programs that value local specificities, strengthen advanced regionalization, and promote solidarity and convergence among territories. These programs should prioritize employment, local investment, strengthening social services, and sustainable resource management in the face of growing climate challenges.

Finally, the King underscored the need to align these efforts with ongoing major national projects, calling for a collective awakening to reduce social and spatial disparities and foster inclusive development centered on citizens’ well-being.
