Morocco–UN: Two agreements to strengthen gender equality and reinforce human rights governance

Rabat hosted an important milestone on Thursday in strengthening its institutional architecture dedicated to human rights. The Interministerial Delegation for Human Rights (DIDH) signed two separate agreements with the United Nations Population Fund (UNFPA) and UN Women, sealing an expanded partnership aimed at advancing gender equality and enhancing the Kingdom’s engagement with international human rights mechanisms.
The first agreement focuses on implementing a project designed to improve how Morocco engages and cooperates with UN bodies dedicated to human rights. Signed by the Interministerial Delegate Mohammed El Habib Belkouch and UNFPA Representative Marielle Sander, this partnership aims to firmly establish a culture rooted in good governance while placing the most vulnerable groups at the center of planned initiatives.
The second commitment, signed with UN Women’s representative in Morocco, Myriem Ouchen Noussairi, specifically targets the rights of women and girls. It provides a cooperation framework intended to translate the Kingdom’s international commitments on gender equality into concrete action by more effectively integrating gender-sensitive approaches into public policies and improving institutional coordination to implement recommendations from international mechanisms.
Beyond the institutional scope, the agreement includes training, awareness campaigns, and communication efforts to promote a national human rights culture that values participation, equity, and inclusion. This approach seeks to position gender equality not as an isolated goal but as a transversal pillar of national reforms.
According to the DIDH, these projects fully align with Morocco’s commitment to the Sustainable Development Goals. By placing people at the center, they aim to equip the country with the tools needed to confront tomorrow’s global challenges, from social inequalities and digital transformation to environmental degradation and social justice. A strong signal that confirms Morocco’s evolution toward a more inclusive and transparent governance model.
