Washington praises Morocco’s comprehensive strategy and exemplary partnership against terrorism and extremism
Morocco reaffirms itself once again as a key player in the fight against terrorism and violent extremism. This international recognition, highlighted in the latest annual report by the U.S. Department of State published on December 12, 2023, underscores the comprehensive strategy adopted by the Kingdom, combining security vigilance, human development, and international cooperation. These efforts confirm Morocco’s central role in enhancing regional and global security.
Morocco’s counterterrorism strategy is based on a multidimensional approach. In 2023, Moroccan security forces, under the coordination of the Ministry of the Interior, arrested 56 individuals involved in terrorist activities, including 40 operating independently and 16 divided among six cells. The report highlights the pivotal role of the Central Bureau of Judicial Investigation (BCIJ), which, under the General Directorate for Territorial Surveillance (DGST), excels in meticulous intelligence gathering and effective coordination with international partners.
The alliance between Morocco and the United States serves as a model for security cooperation. Moroccan forces participate in various Washington-sponsored programs aimed at enhancing technical and investigative capacities, particularly in financial investigations, cybersecurity, and forensics. Moreover, Moroccan-European initiatives, such as those aimed at preventing violent extremism through education, demonstrate the Kingdom’s commitment to collaboration on regional and global levels.
In combating terrorist financing, Morocco has achieved significant progress. In February 2023, the Kingdom was removed from the Financial Action Task Force (FATF) gray list, an accomplishment applauded by international bodies. This progress reflects the implementation of rigorous reforms, including risk-adapted monitoring systems and deterrent sanctions for non-compliance.
Beyond security measures, Morocco prioritizes regulating the religious sphere to counter extremist rhetoric. The Mohammed VI Institute for the Training of Imams, Preachers, and Female Preachers trains Moroccan and foreign religious leaders, primarily from West Africa. The “Moussalaha” program, focused on reintegrating radicalized detainees, also exemplifies Morocco’s humane and inclusive approach to combating extremism.
By leveraging an innovative and inclusive strategy, Morocco continues to play a crucial role in the fight against terrorism. An active member of the Global Coalition to Defeat ISIS and co-chair of the “Africa Focus Group,” the Kingdom positions itself as an indispensable actor. This international recognition attests to the effectiveness of its policies and its commitment to promoting peace and security on a global scale.
