DGSN 2025 Review: Decline in Violent Crimes and Intensified Actions Against Criminal Networks

The year 2025 was marked by the continued implementation of the 2022-2026 security strategy aimed at strengthening the fight against crime. The General Directorate of National Security (DGSN) focused on developing specialized structures, improving scientific and technical police laboratories, and systematically using investigative mechanisms and technical support in criminal investigations.
The DGSN also fully integrated human rights into police functions, particularly regarding detention procedures and control measures in detention facilities. Coordination with the General Directorate for Territorial Surveillance (DGST) was strengthened to effectively handle complex criminal cases.
Institutional partnerships were consolidated, notably through an agreement with the National Authority for Probity, Prevention, and the Fight Against Corruption, the DGST, and DGSN departments. This agreement aims to strengthen investigative capacities, develop training programs, and promote best practices, positioning Morocco as a regional and international actor in anti-corruption efforts.
Training police officers in human rights remained a priority. Over the past six years, 4,126 sessions have been conducted, and 828 internal memos circulated to raise awareness on humanizing detention conditions and promoting best practices. Additionally, 3,125 surprise inspections were conducted in detention facilities and in cases involving minors.
In terms of crime, 779,008 cases were recorded in 2025, with a significant 10% decrease in violent crimes. Aggravated thefts also declined: 24% for theft under threat, 6% for violent theft, and 12% for burglaries. The crime-solving rate reached a record 95%, confirming a steady upward trend over nine years.
The fight against drugs and criminal networks intensified. In 2025, 106,117 drug-related cases were processed, resulting in 134,126 arrests. Notable operations included controlled drug deliveries in cooperation with Spain, which led to the seizure of over 55 tons of cannabis resin and the arrest of 38 individuals involved in international trafficking.
The DGSN also strengthened its fight against cybercrime and online extortion, handling 13,643 cases. The citizen reporting platform “E-blagh” received 25,876 reports since June 2024, covering offenses from defamation to terrorism advocacy. Financial and economic investigations were also reinforced, with 633 money laundering cases and 431 corruption cases processed, leading to the seizure of assets worth over 660 million dirhams.
In the field of terrorism and extremism, 21 individuals were referred to the public prosecutor in 2025 for links to terrorist cells or advocacy of terrorism. The scientific and technical police continued modernization, processing over 23,000 expert requests, including DNA analysis, forensic chemistry, drug testing, and digital evidence.
Regarding road safety, 101,053 accidents were recorded, resulting in 1,433 deaths and over 135,000 injuries. Police controls intensified, with 369,493 traffic violation reports issued, 37,935 vehicles seized for dangerous driving, and 2,920 drivers referred to the judiciary, reflecting the DGSN’s ongoing commitment to citizen safety on all fronts.
