Rabat and Paris Strengthen Security Cooperation with a Joint Action Plan

On Tuesday, June 24, 2025, the Moroccan capital witnessed a major breakthrough in security cooperation between Morocco and France. On this occasion, Mr. Abdellatif Hammouchi, Director General of National Security and Territorial Surveillance, signed a joint action plan with Louis Laugier, his French counterpart heading the National Police, aimed at structuring and strengthening their strategic partnership.
This plan, signed in the presence of the French Ambassador in Rabat and a large French security delegation, seeks to establish a shared roadmap to effectively combat transnational organized crime. It lays the groundwork for expanded collaboration, including the potential creation of joint task forces to pursue fugitives and internationally wanted individuals.
The agreement consolidates decades of exemplary cooperation between the two countries in the field of security. It also reflects a shared determination to adapt this partnership to new security challenges through information exchange, training, technical support, and operational coordination. In this sense, the plan marks a milestone in building a lasting and structured alliance between the police forces of both nations.
The Director General of the French Police praised the effectiveness of Moroccan security services, particularly their crucial support to France in combating terrorism, apprehending wanted criminals, and ensuring security during the Olympic Games held in Paris. He also expressed France’s readiness to share its expertise to help Morocco prepare for upcoming major sporting events.
On the sidelines of the discussions, French diplomat Christophe Lecourtier presented, on behalf of the French authorities, the medal and diploma of the Legion of Honour in the rank of Officer to Mr. Abdellatif Hammouchi. This prestigious award reflects France’s recognition of the central and effective role played by Moroccan services in regional and international security.
Bilateral talks allowed both parties to assess the current state of their security partnership, discuss sensitive issues of mutual interest, and identify new cooperation mechanisms. The stated goal is clear: to anticipate threats, ensure a coordinated response, and raise the preparedness level of both nations in the face of global risks.
Louis Laugier’s visit to Rabat thus underscores the strength of the bond between Moroccan and French security services. It also highlights their mutual desire to intensify operational collaboration based on trust, efficiency, and mutual respect, in pursuit of shared security.
