Abdellatif Hammouchi represents Morocco at the 13th Moscow Forum: a strong commitment to global security

Abdellatif Hammouchi, Director General of National Security and Territorial Surveillance, represented Morocco at the prestigious International Security Forum held in Moscow from May 27 to 29, 2025. Organized in a global context marked by rising tensions and deep geopolitical shifts, this forum has become a key platform for dialogue between world powers and emerging countries.

For its 13th edition, the forum saw record participation with over 125 official delegations representing more than 100 countries. These included representatives from the Global South, the Commonwealth of Independent States (CIS), as well as regional powers from Asia, Africa, and Latin America. This diversity underscores the growing importance of emerging voices in reshaping global security dynamics.

Morocco, through Hammouchi’s active presence, played a prominent role in this year’s edition. The Moroccan official took part in various bilateral meetings and high-level panels focused on key issues such as counterterrorism, transnational crime, cybersecurity, and multilateral cooperation. It was an opportunity for Rabat to reaffirm its commitment to shared security and respectful dialogue among nations.

The forum also welcomed high-level participation from major international and regional organizations such as the Collective Security Treaty Organization (CSTO), the Eurasian Economic Union, and the Shanghai Cooperation Organization. These alliances, which include several of Morocco’s partners, provide an ideal framework to strengthen global security coordination.

A high-level scientific conference held on the sidelines of the event addressed security challenges in light of recent technological and geopolitical developments. Strategic experts, academics, and security officials shared insights to shape appropriate responses to contemporary threats. Morocco, known for its integrated security model, was praised for its balanced and proactive vision.

On the margins of the forum, informal meetings brought together delegations from key blocs such as BRICS, ASEAN, SCO, and CIS. These exchanges highlighted the urgency of building a new security architecture based on mutual respect, state sovereignty, and South-South solidarity. Morocco’s participation, through Hammouchi’s voice, reflects a strategic commitment and a clear willingness to contribute actively to both regional and global stability.
